Unfortunately MailChimp will flag imports if they are purchased lists in some cases.  It is rare but does happen.  This is one reason we offer our own email marketing tool.  

Some things that make Mail chimp flag is:

1. If it's a new account with very little history.

2. If they upload too many emails at one time into a new list.

3. If they have had reports of spam previously.

They only want you to email people who have opted in, thus will push back if they think these people did not.  

Again, this is MailChimp's policy that is refusing to work with our list. We are ok with you emailing through our system.
