To avoid upsetting any homeowner who is registered on the DNC list, we have recommended that the first calls to a homeowner emphasize introducing yourself and providing value. Below is an excerpt from the FTC's website:
"The Do Not Call Registry prohibits sales calls. You still may receive political calls, charitable calls, debt collection calls, informational calls, and telephone survey calls."
A typical script we recommend looks like this:
Hi, this is your local real estate specialist but I’m also one of your neighbors in the community here! How are you this afternoon...?
I don’t want to take too much of your time, but I did want to reach out and personally introduce myself. For those in the area who have real estate questions, I offer my expertise on our local housing market. I have some great resources at my disposal that would allow me to give you a very accurate valuation of your property. It would of course not cost you anything. I'm just looking to help and inform. Would you be interested?
Great! Perhaps we can meet sometime and you can tell me more information about your house so I can give you the most accurate number.
No worries. If you ever change your mind, I'd be happy to speak to you or any friends or family looking for help. I just want you to know I'm here for you.

We find that a vast majority of the time, a hard sell on the first contact very rarely leads to a listing as these seller leads are still a few months to a year away from selling. If the homeowners see this informational call as a solicitation, they may ask that you do not call again but there was no solicitation to report to the FTC. We want our customers to feel comfortable using every tool they have to their advantage.
We don't want an agent to think that every call regarding real estate is a solicitation. If that were the case, the FTC made it so that any solicitation calls using autodialers (which many of our customers use) to any mobile number is illegal whether they are registered on the DNC list or not.
